This report, for the Department of Employment Education and Training's
(DEET's) Canberra Youth Bureau, is based on a survey of the government
and non-government services to youth (15-19 years inclusive) residing within
the local government areas of Broome and Derby-West Kimberley. This is
approximately the area covered by the Aboriginal and Torres Strait Islander
Commission (ATSIC) regions of Kullari (Broome) Jardi Buru (Derby) and Bandaral
Ngadu (Fitzroy Crossing) and is generally referred to as the West Kimberley
(Map 1). The major concern of the study is disadvantaged youth, including
Aborigines and Torres Strait Islanders and the long term unemployed which
